Hi!

I am writing to inquire about the regulations and requirements pertaining to the use of system generated Official Receipts (OR) by water districts. I represent a water district and we are exploring the possibility of utilizing system generated ORs as an alternative to obtaining ORs from a registered printing press.

To provide you with some background, our water district is looking to streamline our administrative processes and improve efficiency. As part of this initiative, we are considering implementing an electronic system that can generate Official Receipts for our customers.

In reply, you may refer to Revenue Memorandum Order (RMO) No. 9-2021 and Revenue Memorandum Circular (RMC) No. 5-2021 which is hereby attached. Corresponding Annexes of mentioned BIR Issuances can be gleaned from BIR Website (https://www.bir.gov.ph) under Revenue Issuances.

Lastly, you may visit or coordinate your concerns to the Revenue District Office (RDO) where you are registered.

May I know the list of water districts with system generated ORs complied with BIR for us to also conduct benchmarking with them?
