Hi, I would like to request for the following: 

1. A codified version of BIR Revenue Regulation No. 2-98, included all of its amendments up to today (Train Law and Create Law). 

It is appreciated if all the amendments are well cited in the codified version of RR No. 2-98. 

2. An opinion regarding tax treatment on withholding taxes from the national government agencies.
