Bureau of Customs Appeal Process

Office of Customs at Clark is holding up artwork I have imported and have assessed at a much higher value then invoiced.  Would like to know the process for appeal as to ensure there is no corruption in the valuation of my items.

You asked for Bureau of Customs Appeal Process.

Response to your request

We were able to determine that this particular information is already available online. You may retrieve your requested information from https://customs.gov.ph/wp-content/uploads/2023/01/CAO_02-2020-Dispute_Settlement_and_Protest-1.pdf.

The procedure you are referring to pertains to the Dispute Settlement for the encountered issue of Valuation. You may follow the procedure in accordance to the Section 6.2 of the attached file which the importer may submit a position paper to support your declaration of the value of the goods. 

Your right to request a review

If you are unhappy with this response to your FOI request, you may ask us to carry out an internal review of the response by writing to Commissioner Bienvenido Y. Rubio at boc.cares@customs.gov.ph. Your review request should explain why you are dissatisfied with this response, and should be made within 15 calendar days from the date when you received this letter. We will complete the review and tell you the result within 30 calendar days from the date when we receive your review request.

If you are not satisfied with the result of the review, you then have the right to appeal to the Office of the President under Administrative Order No. 22 (s. 2011).
