Hello, I was expecting a parcel to come from another country and I don't know if I was scammed or not. 

Do couriers really have the right to issue Anti-terrorism Certificate for a parcel that they say contained foreign currency?

They told me I will be reported to police because I didn't pay that Anti-terrorism certificate. 

Is this really a legit issue or I was scammed?Because I don't want to be reported to police because I didn't even did any wrong. I even paid them for the duty charges and others that they told me.
