Cortez, student of the College of Accounting Education in the University of Mindanao, be allowed to conduct our study entitled "Credit Risk Assessment and Financial Growth of Credit Cooperatives in Davao City" in your institution through administering our survey questionnaire by providing the financial statements of credit cooperatives in Davao City for the period 2019 and 2020.

You asked for Financial Statements of Credit Cooperatives in Davao City.

Response to your request

We are constraint to provide you with a copy of Financial Statement of cooperatives since this is one of the exceptions of Executive Order No. 2, s. of 2016 on “Operationalizing in the Executive Branch the People’s Constitutional Right to Information and the State Policies to Full Public Disclosure and Transparency in the Public Service”. In the memorandum on the inventory of exceptions, No. 5a provides :
    
      " 5. Information, documents or records known by 
             reason of official capacity and are deemed as 
             confidential, including those submitted or  
             disclosed by entities to government agencies, 
             tribunals, boards, or officers, in relation to the 
             performance of their functions, or to inquiries or 
             investigation conducted by them in the exercise of 
             their administrative , regulatory or quasi-judicial 
             powers:  
                 
                 a. Trade secrets, intellectual property, business, 
                      commercial, financial and other proprietary 
                      information.” Xxx(emphasis ours) "
