Dear AD, 

This refers to your request for a copy of Memorandum of Agreement between DOLE and Investment Promotion Agencies dated September 30, 2021 in relation to Certification of Exemption for AEP.
   
While the information requested fall under the FOI list of exceptions, we refer the same to the concerned unit and upon review, the requested data cannot be disclosed in compliance to company policy and that the MOA may contain personal data which require approval / consent from the contracting parties prior to release of information/copy.

The Contracting Parties are between a government corporations and an agency/instrumentality, unsure what personal data may be involved. Also, if in case personal information maybe included in the document, the same can simply be redacted. Otherwise, how would the pubic know the contents of the Agreement affecting frontline service? Hope you would consider. Thank you.
