Hi CFO,

I would like to know the accepted definition of Filipino Emigrant as we have received our Single Permit and currently a Type D Visa from the Belgium government and will receive our Residence Permit once we travel to Belgium. We are not sure if we are classified as OFWs or as Emigrants. Feel free to reach out if you need more information.

Response to Request

The definition for Filipino emigrants are those leaving the Philippines for family reunification, marriage migration, or skills-based migration, with the intention to stay for long-term or permanently overseas. They are immigrants or permanent visa holders. If you have other specific questions, especially regarding your visa, you may reach out to CFO's Migrant Integration and Education Division via email at miedinquiry@cfo.gov.ph

Your right to request a review

If you are unhappy with this response to your FOI request, you may ask us to carry out an internal review of the response by writing to Secretary Romulo V. Arugay at info@cfo.gov.ph. Your review request should explain why you are dissatisfied with this response, and should be made within 15 calendar days from the date when you received this letter. We will complete the review and tell you the result within 30 calendar days from the date when we receive your review request.
