Greetings from the Commission on Filipinos Overseas (CFO)!

This refers to your request dated 27 August 2019 regarding the migration flows of Filipinos to ASEAN Member Countries.

As the CFO’s primary clientele are the emigrants who will permanently live in other countries, please find in the attached files the number of CFO-registered Filipino emigrants in ASEAN member countries from 1981 to 2018.  These numbers include annual statistics on Filipinos who underwent the CFO’s mandatory Pre-departure Orientation Seminar (PDOS) for emigrants, or Guidance and Counseling Program (GCP) for spouses or partners of foreign nationals prior to their departure.

We are also pleased to share with you the link to the CFO’s Compendium of Statistics on International Migration which features the yearly stock estimates of overseas Filipinos, the number of registered Filipino emigrants, spouses and partners of foreign nationals, US Exchange Visitor Program (EVP) participants, Au Pairs, and data on financial and material contributions of overseas Filipinos to the Philippines coursed through the CFO's Lingkod sa Kapwa Pilipino (LINKAPIL) program.

The primary sources for the stock estimate are the registration data of emigrants and other clientele of the CFO (for permanent migrants), overseas employment data from the Philippine Overseas Employment Administration (for temporary migrants), and consolidated reports (including irregular migrants) from the more than eighty Foreign Service posts of the Department of Foreign Affairs.

However, temporary migrants, or overseas Filipino workers (OFWs), are not required to register with the CFO before their departure from the Philippines. They are instead required to register with and obtain their Overseas Employment Certificates (OECs) from the Philippine Overseas Employment Administration (POEA).
