Dear Jose Benigno Eusebio,

Thank you for your request dated Jan 14, 2022 10:51:10 AM under Executive Order No. 2 (s. 2016) on Freedom of Information in the Executive Branch, for the stock estimate of Filipino Migrant Workers.

Please be advised that the CFO is momentarily not releasing any updates on the stock estimate pending the approval of the Philippine Statistics Authority (PSA) Board of the proposed framework on the counting of overseas Filipinos.

The framework which aims to develop a more comprehensive data on migration and harmonize different migration sources of relevant government agencies, was developed in 2016 by the Inter-Agency Committee (IAC) on Migration Statistics. The stock estimate is the aggregate of all Filipinos residing or working overseas at a given time. It consists of three categories - permanent, temporary and irregular migrants.

The main sources of the Stock Estimate include the administrative data of different government agencies such as CFO, Philippine Overseas Employment Administration (POEA), and the Department of Foreign Affairs (DFA). The latest stock estimate published by the CFO was as of December 2013.

CFO data on registered Filipino emigrants, EVP, and au pairs are updated annually, and may be accessed in the Statistics Section at https://cfo.gov.ph/statistics-2/.

However, temporary migrant workers or overseas Filipino workers (OFWs) are not required to register with the CFO before their departure from the Philippines. They are instead required to register with and obtain their Overseas Employment Certificates (OECs) from the Philippine Overseas Employment Administration (POEA). We have likewise forwarded your information request to the POEA.
