Good day! As part of the requirements for the foreign service officers cadetship program, we are to submit a policy paper in relation to nuclear weapon free zone in the Middle East.

I would like to know the updated number of Filipinos in the Middle east as of December 2018 so i can highlight the need to pursue a policy on nuclear weapon free zone in the region. It will help explain why it is relevant for the Philippines to pursue such policy.

Greetings from the Commission on Filipinos Overseas!

Thank you for your eFOI request regarding the latest number of overseas Filipinos in the Middle East.

As the CFO’s primary clientele are the emigrants who will permanently live in other countries, we are pleased to provide you with statistics of CFO-registered emigrants in the Middle East from 1981-2017. These numbers include annual statistics on Filipinos who underwent the CFO’s mandatory Pre-departure Orientation Seminar (PDOS) for emigrants, or Guidance and Counseling Program (GCP) for spouses or partners of foreign nationals prior to their departure.

On the other hand, temporary migrants or overseas Filipino workers (OFWs) are not required to register with the CFO before their departure from the Philippines. They are instead required to register with and obtain their Overseas Employment Certificates (OECs) from the Philippine Overseas Employment Administration (POEA). Likewise, Philippine schools overseas (PSOs) are duly-registered educational institutions operating outside the Philippines and implementing the basic education curriculum of the Department of Education (DepEd). They are established to address the educational needs of children of Filipinos overseas, and eventually facilitate their reintegration into the Philippine educational system upon their return to the Philippines. For school year 2018-2019, there is an estimated 31,000 Filipino students enrolled at various levels in PSOs in the Middle East.
