MS. CAROLINE STEPHANIE DE GUZMAN

Dear Ms. De Guzman:

Greetings from the Commission on Filipinos Overseas!

Thank you for your eFOI request regarding the number of reported cases on the violations of rights of overseas Filipino workers (OFWs).

We regret, however, that we are unable to provide the information requested since migrant workers or OFWs are not required to register with the CFO before their departure from the Philippines. Moreover, cases of violations of rights are not reported to the CFO.

The CFO’s primary clientele are the emigrants who will permanently live in other countries. OFWs or temporary migrants, are required to register with and obtain their Overseas Employment Certificates (OECs) from the Philippine Overseas Employment Administration (POEA). For cases of OFW rights violations you may request for information from the Overseas Workers Welfare Administration (OWWA) as the government welfare institution that protects and promotes the interests of member-OFWs by developing responsive programs and services for the protection of its members. You may view its programs and services, and contact information thru the link below:

http://owwa.gov.ph/?q=node/23/#welfare

For questions or clarifications, you may contact Mr. Elfred del Rosario of the Policy, Planning and Research Division at 552-4763 or through email at dr.elfred@gmail.com.

Thank you and best regards.

Respectfully,

UNDERSECRETARY ASTRAVEL PIMENTEL-NAIK
Executive Director
