MS. RACQUEL HELENA ABAGAT

Dear Ms. Abagat:

Greetings from the Commission on Filipinos Overseas!

This refers to your request for data on inflow of returning Filipinos migrants since 2010.

We regret that we are unable to provide the information requested since data on inflow of Filipinos going back to the Philippines are not collected by the CFO. The CFO’s primary clientele are Filipino emigrants who will permanently live in other countries and are required to undergo the CFO’s Pre-departure Orientation Seminars or Guidance and Counseling Program before departure.

However, arriving (returning) Filipino migrants, are required to go through the Philippine’s Bureau of Immigration (BI) upon their arrival at the airport. The BI therefore is the appropriate authority to provide you with the information that you need. The BI’s main office may be reached via their hotline at (+632) 8465-2400, or for a more detailed directory you may visit this page in their website: http://www.immigration.gov.ph/contact-us/main-office.

With regard to your inquiry about the existing reintegration policies and programs, you may visit the National Reintegration Center for OFWs’ website at http://www.nrco.dole.gov.ph/index.php

Also, OFWs or temporary migrants, are required to register with and obtain their Overseas Employment Certificates (OECs) from the Philippine Overseas Employment Administration (POEA). The link below that contains information about OFWs and other professions by skill and by country might help you: http://poea.gov.ph/ofwstat/ofwstat.html

For questions or clarifications, you may contact Ms. Cindy K. San Pedro of the Administrative and Finance Division at (02) 8552-4797 or through email at csanpedro@cfo.gov.ph.

Thank you very much.

Sincerely,

(Sgd.)
JUSTICE FRANCISCO P. ACOSTA
Secretary and Chairperson
