Dear Ms. Moralde:

Greetings from the Commission on Filipinos Overseas (CFO)!

Thank you for your eFOI request regarding the number of Filipino special education (SPED) teachers abroad.
 
As the CFO’s primary clientele are the emigrants who will permanently live in other countries, we are pleased to provide you with statistics of CFO-registered emigrants who have indicated their profession as SPED teachers prior to their departure. These numbers include annual statistics on Filipinos who underwent the CFO’s mandatory Pre-departure Orientation Seminar (PDOS) for emigrants or Guidance and Counseling Program (GCP) for spouses or partners of foreign nationals prior to their departure.

On the other hand, temporary migrants or overseas Filipino workers (OFWs) are not required to register with the CFO before their departure from the Philippines. They are instead required to register with and obtain their Overseas Employment Certificates (OECs) from the Philippine Overseas Employment Administration (POEA). The POEA’s Planning Branch, which is in charge of updating POEA’s annual deployment statistics has the proper authority to provide you with the information that you need regarding OFWs. Please refer to the attached directory for your easy reference.
