Hi! I am humbly asking for help for my Mom who has Pneumonia struggling for her breath and has been battling for Covid19 for 2 weeks now. My Mom who solely raised my Brother and I for almost 3 decades now confined in a hospital and now needing a Tocilizumab and a support for Hospital Bills. She started to have fever for a week with a severe cough and felt difficult in her breathing that lasted for another week because we couldn't find any oxygen and no hospital accepts Covid positive with Pneumonia. My Mom is the breadwinner in the family. She has been devoted to her teaching job. Pls help

Your request
You asked assistance for medical and financial aid for your mother’s hospital bills who is battling for Covid-19 with pneumonia.
Response to your request
While our aim is to provide assistance or information whenever possible, in this instance this Office does not have the assistance that you have requested because the Council for the Welfare of Children (CWC) is not a direct implementing agency. The CWC is the focal inter-agency body of the Philippine Government for Children. It is mandated to coordinate the implementation and enforcement of all laws; formulate, monitor, and evaluate policies,
programs and measures for children.
The CWC is an oversight coordinating agency in protecting the rights and welfare of children. Hence, it is not within the agency’s mandated function to provide basic services. However, you may wish to contact the following Departments for financial and medical assistance:
1. Department of Social Welfare and Development (DSWD) for social welfare
assistance. Please send your request directly to the Department of Social

It is worthy to mention that the Malasakit Center Act, which establishes the
Malasakit Program and institutionalizes Malasakit Centers in DOH and other
government hospitals in the country with Hon. Senator Bong Go as the founder
will be of help for patients needing medical assistance.
The Malasakit Center is a One-Stop Shop where indigent patients can efficiently
access financial medical assistance from agencies such as PhilHealth, Philippine
Charity Sweepstakes Office, and the Department of Social Welfare and
Development.
Currently, a total of 74 Malasakit Centers were established nationwide with 45
centers in DOH hospitals, 28 centers in LGU-operated hospitals, and one center
in the Philippine General Hospital.
Your right to request a review
If you are unhappy with this response to your FOI request, you may ask us to carry out an
internal review of the response, by writing to the Executive Director of CWC, Mary Mitzi Cajayon-Uy with e-mail address cwc@cwc.gov.ph. Your review request should explain why you are dissatisfied with this response and should be made within 15 calendar days from the date when you received this letter. We will complete the review and tell you the result, within 30 calendar days from the date when we receive your review request.
If you are not satisfied with the result of the review, you then have the right to appeal to the Office of the President under Administrative Order No. 22 (s. 2011).
