Your request
 
You asked information and a copy of documents for policy research relative on the status of implementation of R.A. 10821, as follows:  1)  Board Resolution during the 12th Regular Meeting (4 September 2020) approving the TOR of the NCPWG; and, 2)  Board Resolution approves the 3rd NPAC (2017-2022).
 
Response to your request
 
Your FOI request is approved.  The answers to your request are the following:
 
A. Board Resolution during the 12th Regular Meeting (4 September 2020) approving the TOR of the NCPWG.
 
The Council Board never had its 12th Meeting on September 4, 2020 since the Council Board only meets once every quarter which can most likely count four times (4x) only in a year.  The 12th meeting being referred here is the NCPWG 12th meeting last 4 September.
 
With regard to Board Resolution, we did not issue any resolution on the NPCWG Terms of Reference.  The NCPWG as a technical inter-agency body collectively approved the said TOR.  Attached here the excerpts from the NCPWG 12th Minutes of the Meeting for your reference.
 
Following this as per agreement during the meeting, we received an email from Balay Rehabilitation Center declining its membership to the NCPWG making way for the final approval of the TOR.
 
Also, no Council Board Resolution for the NCPWG TOR in 2020 because what the NCPWG did is just only an updating.  It’s an NCPWG thing which we periodically do every two (2) years— the updating of TOR, the mentoring assignments, election of NGO-Co Chair and the updating of the members list plus their commitment to NCPWG.  The core functions of NCPWG remains the same, so it need not undergo Council Board approval every time the NCPWG TOR is updated.  We only adjust matters in the TOR based on priority (e.g. COVID) for 2020.
 
B. Board Resolution approving the 3rd National Plan of Action for Children (2017-2022)
 
We regret to inform you that we don’t have a copy of resolution because we did not issue a Council Board Resolution for the 3rd NPAC.
