2008 and 2009 Statement of Allotments, Obligations and Disbursements

I would like to request for 2008 and 2009 Statement of Allotments, Obligations and Disbursements by region and by allotment class. 

Data can usually be found under the Annual Report of Allotments, Obligations, and Disbursements (ARAOD) of COA's Annual Financial Reports (AFR). But years 2008 and 2009 are missing from the website. Year 2007 sample data from COA website attached for reference.

According to COA, both soft and hard copies of the document are missing from the COA library so hoping to get this data from DAR (and DA) since I am only interested in agriculture-related finance.
