Hi, i would to ask if its is safe to buy portion of land , that land is under  agrarian reward program? The certificate issuance was 2005 and is more than 10 years already. Also it has annotation in the land title” encumbered in favor of LANDBANK Philippines” what is this mean? I hope for your reply . Thank you.
