You asked for Data on collected Administrative Fines and Penalties.

Response to Request

Your FOI request is approved. You may find the report on the Non-Tax Revenue Program, by Collecting Department in the FY 2022 Budget of Expenditures and Sources of Financing, which you may access online at https://www.dbm.gov.ph/wp-content/uploads/BESF/BESF2022/C4.pdf . You may access the earlier versions of the BESF in the DBM website (www.dbm.gov.ph) where you may find the same report as of applicable budget years. As to the relationship between revenue and budgeting, you may access the audio visual presentation on Budgeting 101 at https://www.dbm.gov.ph/index.php/avps/cash-budgeting-system-2.

Please note that we are only able to provide some of the information you have requested for. The Bureau of the Treasury (BTr) under the Department of Finance is in a better position to  provide the details and policies on the non-tax collections of the government. Moreover, the BTr may be able to provide additional inputs on financing the budget.

Your right to request a review

If you are unhappy with this response to your FOI request, you may ask us to carry out an internal review of the response by writing to Secretary Amenah F. Pangandaman (osec@dbm.gov.ph). Your review request should explain why you are dissatisfied with this response, and should be made within 15 calendar days from the date when you received this letter.
