Per initial evaluation of the request, the topics are too broad and there is a need to provide the context for us to be ble to provide the right information/data. Moreover, in the case of the second concern, burden of deficits and debts, it is suggested that it be referred to the Department of Finance for appropriate action.

Greetings!
Clarifications with regards to the information I am requesting, on the first one; budget and fiscal policy, I wanted to know how these two policies works and how are they implemented. It is more of the process of creating the policy and it's implementation.
On the third matter, I am looking for brief explanations on how government controls the economy maybe through the two policies (i.e. Budgetary and fiscal policy).

Thank you for the clarification on your concerns.
First, please be informed that the FOI DBM Manual defines information as "any record, document, paper, report, letter, contract, minutes and transcripts of official meetings, map, book, photograph, data, research material, film, sound and video recording... under the control and custody of the DBM pursuant to law, executive order, rules and regulations, or in connection with the performance or transaction of official business by the DBM."
Second, your concerns will entail going over the different references/materials which you have to analyze/synthesize for your research.
Third, we have no materials which will directly answer your queries.
However, to help you, may we suggest that you visit our website (www. dbm.go.ph) to read on the following documents, namely, (1) President's Budget Message, (2) Budget Priorities Framework, and (3) People's Budget. And for a more thorough discussion on budgeting, you may read Book 6 of Executive Order No. 292 (available online).
