I would like to make an inquiry on the proper computation/formula of honoraria provided under DBM Budget Circular 2007-1.

As provided under Item 4.2 of the said budget circular, the minimum honoraria rate shall be two (2) times the hourly rate based on the monthly salary at 22 work days per month, and eight (8) work hours per day. However, the formula provided under the same Item is apparently not in accord with the said rule. If you will follow the formula provided, it appears that the minimum honoraria rate is pegged at four (4) times the hourly rate contrary to the 2 times rule.

I have managed to answer my own inquiry. Please ignore my message.

Dear Mr. Saguid,

This refers to your inquiry on the proper computation of the honoraria granted to lecturers/resource persons/coordinators/facilitators provided under National Budget Circular (NBC) No. 2007-1.

As averred, Item 4.2 of the said Circular provides that the minimum honoraria shall be twice the hourly rate of the incumbent.  However, it was noted that the prescribed formula pegged the honoraria at four time the hourly rate of the incumbent.

We wish to clarify that the formula already considers the preparatory work.  As provided under Item 4.2 of NBC No. 2007-1, the honoraria to be paid shall correspond to the number of hours of actual lecture/training hours plus equal number of hours for preparation.
