Just to clarify BC 2018-4 is addressed also to LGUs, and LBC 137 does not supersede BC 2018-4. will both BC2018-4 and LBC 137 be applicable to LGUs? Just confused which to follow and if both are effective?

Dear Elaine Marie Marcelo,

Greetings!

Thank you for your request dated Oct 21, 2021 03:51:50 PM under Executive Order No. 2 (s. 2016) on Freedom of Information in the Executive Branch.

May we note that prior to the issuance of the IOS-LGU 2021 Edition, the LGUs are utilizing the Index prescribed under LBC No. 61  dated March 18, 1996. 

Conversely, while an updated Index was issued in CY 2018 under Budget Circular (BC) No. 2018-4, it was primarily intended for the use of national government agencies (NGAs). As highlighted under Item 3.0 of BC No. 2018-4, a separate and updated IOS shall be issued for LGUs in view of the peculiarity of their position classification plan.  

Thus, the CY 2018 IOS under BC No. 2018-4 should be utilized by the LGUs as a complementary issuance to validate whether the present classification/salary grade (SG) assignment of a position is up to date. 

Accordingly, LGUs should adopt the classification of positions indicated in the Index prescribed under LBC No. 61, as superseded by LBC No. 137.
