Hi i would like to request update and clarification of may father's status 
my father was employed to Pontevedra Water District Job Order since april 1992 contributed as voluntary members of pag ibig and philhealth 1995, 2003 as voluntary members of sss 2003 that base on Pontevedra Water District file,2000 but some are  
"He was considered for a permanent status in 2000 but didn't push through because of the lack of the basic requirements for the position." this are there reason  but 2004 my father HIgh School Diploma,, and many of her co employee were being permanent status? my father still
