Dear Mr. Jefrey Landicho,

Greetings!

This is in relation to your inquiry on the initial cost or budget of starting La Trinidad Municipal College in Bohol.

At the outset, please be informed that the DBM's participation insofar as the budget process of the local government units (LGUs) is concerned is limited only to the review of the ordinance authorizing the annual or supplemental appropriations of provinces, highly-urbanized cities, independent component cities, and municipalities within the Metro Manila, pursuant to Section 326 of RA No. 7160 or the Local Government Code of the Philippines. Our recommended activities or review action thereto involved only the declaration whether said appropriation ordinance is either operative or inoperative in its entirety or in part, subject to compliance with the conditions prescribed under RA No. 7160 and other pertinent laws, rules and regulations.

On the other hand, Section 327 of RA No. 7160 provides that the Sangguniang Panlalawigan shall review the ordinance authorizing annual or supplemental appropriations of component cities and municipalities within its jurisdiction. (emphasis supplied)

Based on the foregoing, we wish to inform that local colleges (i.e. municipal colleges), their creation and operation thereof, are not within the functional jurisdiction of the DBM Regional Office. We suggest that you coordinate your query with the concerned municipality/province where the municipal college is located.
