Good afternoon!

May we request for the correct meaning of the phrase “shall be available for release and obligation xxx until December 31, 2024” of the GAA 2023:

(a)	Does it mean that the procuring entity may strictly contract projects only during the fiscal/budget year 2023, but the actual implementation or performance of the project may either be started in fiscal year 2023 or in fiscal year 2024, which is covered by the two-year extension?; or

(b)	Does it mean that the procuring entity may contract projects either in fiscal year 2023 or in fiscal year 2024?
