Good day. May I ask for a copy of DBM-DENR-DPWH Joint Circular No. 1, dated Sept. 30, 1989.

I'm a member of the BAC Secretariat in DAR Region 8, and I will use said JC for reference. I found a copy on Scribd, but it requires subscription which I do not have.
