Dear MR. HERNANDEZ:

This refers to your Request for Information (RFI) dated April 5, 2021 inquiring on when to grant the Uniform Allowance and if there is any provision that it should be given in the month of April.

Item 3.1, Annex C of DBM Circular Letter No. 2016-9¹ dated October 27, 2016, provides that, “The Monthly Disbursement Program (MDP) shall be used by DBM as basis for determining the monthly level of Notices of Cash Allocation (NCAs) and other disbursement authorities to be issued to departments/agencies/OUs.” 

Further, Item 3.4 of the same Annex C, states that, “In preparing the MDP, the following assumptions and other factors shall be considered:

•	Seasonality (e.g., peak/slack periods) of activities and other factors that will tend to influence programming, to wit:

        •       PS shall consider the timing on the grant of PS benefits, among others:”
