You may wish to peruse the Compendium of Issuances on Organization, Staffing, Position Classification and Compensation for a list of all existing Circulars and  guidelines on organization, staffing and compensation applicable to national government agencies (NGAs), as well as local government units (LGUs).

Said compendium may be accessed from the DBM website at www.dbm.gov.ph.
