Thank you for your request dated Jun 22, 2023 07:26:05 PM under Executive Order No. 2 (s. 2016) on Freedom of Information in the Executive Branch.

You are inquiring on whether  Contract of Service/Job Order workers are  allowed Communication Expense/Allowance.

The rules on the engagement of contract of service/job order workers are prescribed under COA-DBM Joint Circular No. 2, s. 2020, as amended by COA- DBM Joint Circular No. 2, s. 2022.

Attached are copies of the aforesaid Circulars for your ready reference.
