Greetings. I am Bea Puente, a journalism student from UP Diliman. The Philippine Collegian is publishing a story on the recently signed Salary Standardization Law. I would like to request the following data needed for the pursuit of the story, listed below:

(1) total number of public school teachers from 2010 to 2020;
(2) breakdown of such figure (i.e. preschool, elem, HS, etc.);
(3) amount of total allotted salary for teachers in the General Appropriations Act of 2010 to 2020;
(4) Teachers' salary rates from 2010 to 2020.

Thank you for your request dated January 11, 2020 02:03 AM under Executive Order No. 2 (s. 2016) on Freedom of Information in the Executive Branch.

Your request

You asked for the following: 1) total number of public school teachers from 2010 to 2020; 2) breakdown of such figure (i.e. preschool, elem, HS, etc.); 3) amount of total allotted salary for teachers in the General Appropriations Act of 2010 to 2020; and 4) Teachers' salary rates from 2010 to 2020.

Response to your request

While our aim is to provide information whenever possible, please be informed that only the data pertaining to item no. 4 may be provided to you. We have attached a matrix to guide you in getting the 2010-2020 Teachers’ salary. Further, the circulars mentioned therein are in the DBM website. You may go to the site: dbm.gov.ph. Open Issuances, then open DBM Issuance and look for National Budget Circulars (NBC). This will prompt you to the year the issuance was issued,  then browse for the NBC number as indicated in the attached matrix. 

For Items No. 1, 2 and 3,  you may call Mr. Selwyn C. Briones, OIC - Budget Division,  DepEd Central Office @ Tel No. 86376203 or 86374214, with address at DepEd Complex, Meralco Ave., Pasig City.

Your right to request a review

If you are unhappy with this response to your FOI request, you may ask us to carry out an internal review of the response by writing to Secretary Wendel E. Avisado, Department of Budget and Management, General Solano Street, Malacanang, Manila. Your review request should explain why you are dissatisfied with this response, and should be made within 15 calendar days from the date when you received this letter.
