Sir/Madam,
May I seek clarification on the phrase "For incumbents who are assigned or who use government motor transportation".
Does this phrase means that a General Manager of a local water district can no longer claim his TA if the LWD owns motor vehicles?

Dear Mr. Leon,

This refers to your query on whether the General Manager of a Local Water District (LWD) can no longer claim Transportation Allowance (TA) if the LWD owns motor vehicles?

If one the motor vehicles owned by the LWD is for the official use of the General Manager and is used by the official concerned, then the said official is no longer entitled to receive TA.  

Conversely, when said official is prevented from using his/her assigned motor vehicle for three (3) days or more, he/she shall be entitled to a pro-rated share of the commutable TA, based on the number of days of actual work performance during the particular month.
