Dear Sir/Madam, 

Greetings of peace and Prosperity! 

I am Genelle J. Alcantara, a fifth-year Bachelor of Science in Architecture student at Bataan Heroes College. As a part of my architectural thesis in Architectural Design 10: Thesis Research Application. 

In line with this, I would like to request permission to approve funding my proposal titled, “Bataan Student Hub: Dormitories and Recreational Facilities for Students in Bataan”. The purpose of the research is to determine whether the proposed project is feasible to build within the location we chose.

Greetings!

Thank you for your request dated 06 June 2023, under the Executive Order No. 2 (s. 2016) or the Freedom of Information in the Executive Branch.

In your request, you requested for the funding of your thesis proposal.

Response to your request:

While our aim is to provide information whenever possible, in this instance this Office cannot accommodate you request.

Please be informed that as provided in the 1987 Philippine Constitution:

"Art. VI, Sec. 29. No money shall be paid by the Treasury except in pursuance
of an appropriation made by law."

The aforequoted provision of the Constitution also establishes the need for all
government entities to undergo the budgeting process to secure funds for use
in carrying out their mandated functions, programs and activities.

The DBM cannot simply allocate funds to projects which were not covered by the General Appropriations Act.
