Good day.

I would like to request the following information and perspective of the DBM regarding the following:

1. How many government agencies have plantilla positions exclusively created/intended for their procurement functions?
2. How do we address the low number of plantilla positions for procurement functions (e.g. BAC Secretariat is only designated.)?
3. Are there moves to create items to serve as permanent BAC Secretariat across all government agencies?

Any response would highly be appreciated.

Dear Mr. Pobar,

The DBM has issued National Budget Circular (NBC) No. 558, dated June 4, 2015, to provide the guidelines on the organization and staffing of Procurement Units (PUs) in government units.  A copy of the Circular may be accessed from our website www.dbm.gov.ph.

With regard to your request for data on the number of agencies with plantilla positions dedicated to  procurement functions, we do not have available data at hand considering that the PUs are staffed by positions with generic Administrative Assistant/Officer class titles.
