Greeting!

May we humbly ask for clarifications regarding the interpretation of the provisions on newly-hired employee under Item No. 9.1 of Budget Circular No 2018-01.
The facts of this inquiry are as follows: An employee was hired for a permanent position on 21 June 2021 and had served six (6) months of service on 21 December 2021. 
Issues are: (1) whether the said employee is entitled to claim clothing allowance for year 2021; (2) whether the said last phrase of Item No. 9.1 applies only for the entitlement of clothing allowance for the year 2022. whether the said last phrase of Item No. 9.

Greetings!

Thank you for your request dated Feb 11, 2022 10:55:48 AM under Executive Order No. 2 (s. 2016) on Freedom of Information in the Executive Branch.

Your Request

You asked for clarification as regards the grant of uniform/clothing allowance.

Under Item 9.1 of BC No. 2018-1, a newly-hired employee may qualify for the grant of the uniform/clothing allowance only after rendering six (6) months of service, and if expected to render services for at least six months for the rest of the year. 

Thus, there are 2 conditions for a newly-hired employee to qualify for the grant of the uniform/clothing allowance:  (1) the employee has rendered 6 months of service, and (2) the employee is expected to render another  6 months of service for the rest of the year.
