Hi! I was informed that I had to return the clothing allowance. 
I was hired by the agency last February 1. However, I had a 13-day leave without pay in September. This December until February, I am set to take another leave. This is tagged as leave without pay for lack of leave credits.

Items 8.1, DBM Circular No. 2018-1 provides, "..CA..shall be granted to those who are already in government service and are to render services for at least six (6) months in a particular fiscal year." Does this mean that I was disqualified because of the leave without pay last Sept and this coming December?

Thank you for your request dated Nov 30, 2021 12:16:21 AM under Executive Order No. 2 (s. 2016) on Freedom of Information in the Executive Branch.

Your Request

You asked for DBM Circular No. 2018-1.

Please note that under Item 9.1 of BC No. 2018-1, a newly hired employee may qualify to the grant of the Uniform/Clothing Allowance (U/CA) after rendering 6 months of service, and if expected to render services for at least 6 months for the rest of the year.

Thus, there are two conditions for a newly-hired employee to qualify for the grant of the U/CA on the first year of employment: (i) the employee has rendered 6 months of service, and (ii) the employee is expected to render another 6 months of service for the rest of the year.
