February 24, 2017 Dear Jeffrey Lui, This refers to your request dated November 26, 2019 for a List of Special Allotment Release Orders (SAROs) and their Primary Information on control numbers, release date, amount, beneficiary, and purpose, issued during the last administration. Last December 16, 2016, I requested an extension to reply to your request due to the volume of information involved. I apologize for the delay and upon further evaluation, we regret to deny your request due to the following: (i) the SAROs issued during the last administration include a combination of manually prepared, and those computer-generated through our system; (ii) it would require necessary/additional manpower to collate all the data required in your request; (iii) the need to protect said SAROs from being fabricated; and (iv) should there be a policy decision to provide the data of said documents after considering those mentioned per Items (i) to (iii), it would be posted instead at the DBM website. If you are unhappy with this response to your FOI request, you may ask us to carry out an internal review of the response by writing to Undersecretary Gertrudo A. de Leon at email address: gdeleon@dbm.gov.ph citing in your review request an explation why you are dissatisfied with this response.
