Dear Judie, Greetings! Thank you for your request dated April 8, 2019 under Executive Order No. 2 (s. 2016) on Freedom of Information in the Executive Branch. However, we regret that your request pertaining to information on Priority Development Assistance Fund (PDAF) disbursed to Ako Bicol Political Party representatives from 2010 to 2013 cannot be favorably considered. Said information is among the exceptions to the FOI (E.O. No. 2) as protected by the Constitution and pertinent laws, circularized by the Office of the President, and defined by the DBM. The DBM FOI People’s Manual provides for the list of exceptions, one of which is document or information pertaining to matters under litigation, the purpose of which is to prejudge a pending issue before a court or obstruct the administration of justice.
