Good afternoon Maam, I am a frontliner Nurse here at Southern Philippines Medical Center in  Davao City with Job Order status for almost 3 years now. Gusto ko sana mag clarify bakit po hindi kami kasama sa increase ng sweldo ng Nurses to SG 15? our co workers na Nurse 1 status is currently naka recieve na ng increase sa kanilang mga sweldo po. I read your memo that job orders/contractual or casual Nurses ay kasali. Hope I can hear from your office. Thank you

Dear Mr. Gumobao,

This refers to your request for clarification why nurses hired on job order (JO) basis are excluded from the coverage of Budget Circular No. 2020-4 which provides for the upgrading of the entry-level Nurse positions from Nurse I, Salary Grade (SG)-11 to SG-15.

As clarified under Civil Service Commission-Commission on Audit-Department of Budget and Management  Joint Circular No. 1,s. 2017 ,  the services of contract of service (COS) and job order (JO) workers are not covered by Civil Service law and rules, and thus not creditable as government service. 

Accordingly, Nurses hired under COS or JO status are those without employer-employee relationship, hence, are excluded from the coverage of BC No. 2020-4 (Item 4.3).
