Hi! I just want to ask when will the State Colleges and Universities (SUCs) impelement, open and fill up the positions as contained in the Revised Organization and Staffing Standard for SUCs - Phase 1 circulated through DBM National Budget Circular No. 589,dated May 25,2022. Will it be implemented this 2023? How is the process of implementation? How long? Will it take years?

Dear Christian Romar Dacanay,

Greetings!

This refers to your inquiry as regards the implementation of National Budget Circular (NBC) No. 589.

As prescribed under Item 4.12  of the Circular, any staffing proposal must first be submitted to the appropriate Regional Office of the Department of Budget and Management for evaluation and approval.

Corollary,  may we flag the funding sources identified under Item 5.0 of the Circular, to quote:

“The funding requirement to implement this Circular shall be charged against any available Personnel Services (PS) allotment under the current General Appropriations Act. All other deficiency shall be charged against any available valid PS appropriations under the specific budget of the SUCs and the Miscellaneous Personnel Benefits Fund.”
