Good day!

May we request for any DBM guidelines which authorize procurement of semi-expendables costing 15k and above but below 50k from capital outlay funds considering that at the time of budget preparation these items were still considered as Property, Plant and Equipment hence should be funded by capita outlay appropriations without realignment.

You asked for Any document realigning capital outlay budgets to MOOE to procure item above 15k but below 50k.

We apologized for the delayed response due to FY 2023 budget preparation activities.

Response to Request

Please be informed that the DBM has not issued guidelines authorizing procurement of semi-expendables costing 15k and above but below 50k from capital outlays funds.

Likewise, no guidelines similar to Circular Letter No. 2016-7 was issued, on realigning capital outlay budgets to MOOE for the procurement of items above P15,000 but below P50,000.
