I would just like to have a clarification on what counts as a "Special Project". This is related to the issue of the 25% cap on honoraria for special projects. Does this cap also applies to projects which are S&T related? Are they considered as "special"?

Dear Dhanicca Domingo,

This refers to your inquiry regarding  special projects.

As defined under Budget Circular No. 2007-2, a “special project is a duly-authorized inter-office or intra-office undertaking of a composite group of government officials and employees which is not among the regular and permanent functions of their respective agencies”.

Corollary, in accordance with Joint DBM-DOST Circular No. 1, s. 2013, S &T special projects may include (i) high technology solutions in the event of national emergencies, national security threats, public safety threats, etc; (ii) collaborative undertakings; (iii) projects assigned on ad hoc basis by the Office of the President; (iv) membership in steering committees, technical advisory boards.

A copy of the Joint Circular is attached for your perusal.
