Hi,
Can you specify what are the staffing authorized and not authorized by DBM as stated in paragraph 8.3 of NBC 548 s. 2013? Is OIC as Head of Finance Department included even if the RATA claim is not stated in the OIC Office Order issued?

Dear Argino Aviso,

Greetings!


This refers to your request for the DBM to “specify  what are the staffing authorized and not authorized by DBM as stated in paragraph 8.3 of National Budget Circular  (NBC) No. 548, s, 2013”.

May we note that under Item 8.3 of  NBC No. 548, those designated to positions in agency  internally created organizational units whose staffing are not authorized by DBM, thus are considered as ad-hoc arrangements, are not entitled to Representation and Transportation Allowances (RATA). 

In the case of national government agencies, the authorized staffing refers to the itemized positions listed in Personnel Services Itemization and Plantilla of Personnel (PSIPOP) of the particular agency.
