Hi I would like to ask whether the work suspension declared by the Office of the President is included to the exemption of the "no work no pay" under item 3.5 of  Joint Circular No. 01 s. 2020 dated March 19, 2020.

Are the the following COSW under work from home arrangement and those who were not able to work due to suspension entitled to their wages?

Dear Anjo Ellis Padilla,

Greetings!

This refers to your request for clarification on whether the work suspension declared by the Office of the President is included in the exemption of the “no work, no Pay”  policy  under Item 3.5 of Joint COA-DBM Circular No. 1, s. of 2020. 

Please note that the Joint Circular (JC) was issued to provide the guidelines governing contract of service (COS) and job order (JO) workers in government for the duration of the state of calamity and community quarantine due to the COVID-19.

As part of the interventions to mitigate the spread of the COVID-19 disease, JO and COS workers directly engaged by agencies may be considered for  Alternative Work Arrangements (AWA).

Item 3.5 of the JC provides that COS and JO workers who will not be required to report for work due to work suspension related to COVID-19, and those who will not be part of the agency skeletal workforce shall be paid their wages during the aforesaid period of community quarantine as an exemption from the “no work, no pay” policy.

You may wish to coordinate directly with the DBM Regional Office nearest your locality should you require further clarification on the matter.
