I noticed that the PDAF index from this website: http://pdaf.dbm.gov.ph/index.php is limited only to the period of 2009-13. 
So far, I compiled 2009-13 data from the website but is not enough for my analysis.

Thank you for your request under Executive Order No. 2 (s. 2016) on Freedom of Information in the Executive Branch.

While our aim is to provide information whenever possible, in this instance, we regret that your request pertaining to data and/or information on Priority Development Assistance Fund (PDAF) cannot be favorably considered. 

The DBM FOI People’s Manual provides for the list of exceptions, one of which is document or information pertaining to matters under litigation, the purpose of which is to prejudge a pending issue before a court or obstruct the administration of justice.

In view of cases filed related to PDAF, documents/information for such cannot be provided.
