Good day,

I'm not sure if this is the right avenue for my query but I saw a successful one here.

In Sec.13 of EO 77 (Clothing Allowance), letter F, it states that "applicable rates of clothing allowance shall be based on the season officially declared by the authorized agency in the country of destination". 

How can we determine these authorized agencies? Does it mean the PAG-ASA counterpart in their countries? Or a certification from a Phil. Gov. office suffice (e.g. embassy, PITC,)?
