We would like to request copy of Budget Circular No. 2003-5 dated September 26, 2003 regarding Prescribe Guidelines on the Grant of Honoraria to Government Personnel,  2003, 2007-1, NBC 2007-510, 2007-2, 2004-5A, BC 2007-3, all are budget circulars that are not readily available on DBM Website.
