You asked for Budget Execution Guidelines No. 2004-1.

Response to your request

Please be informed that DBM Budget Execution Guidelines (including No. 2004-1 dated January 8, 2004), are being issued to concerned DBM Offices only, to prescribe uniform rules and regulations to be adopted on budget execution related matters.

While our aim is to provide information whenever possible, in this instance, this Office cannot furnish you of the requested information since the said guidelines is internal to the DBM only.
