Good morning
Can a plantilla position be made ecen if their is no specific work to do?
Last 2020 the PNP region 11 hired 101 hospital staff and would hire another 20 doctors (choosen)  to work to a non existing hospital.
The salary was approved by DBM, God knows how. 
The 101 hospital employee were jist roaming around the camp doing absolutely nothing and being paid by the government. Supposedly they were hired for a level 2 hospital which is still non existing.
