Hi, I would like to inquire if we PhilHealth employees are eligible to receive the CNA incentives:
1. In spite the expiration of the PREVIOUS CNA last April 15, 2019 and extended to  October 15,  2019 (the 6 months extension for CNA benefits)? 
2.  While the new SENA is currently on the process of negotiation for new CNA benefits ?

Dear Mr. Ocado,

This refers to your query on whether the employees of the PhilHealth are eligible to receive the CNA Incentive considering that the validity of the previous CNA has already lapsed, inclusive of the 6 months extension period.

Per representation, the  PhilHealth’s sole and exclusive negotiating agent is  still in the process of negotiating the terms of the new CNA with the PhilHealth management.

It is to be noted that one of the conditions for the grant of the CNA Incentive, as provided under Section 77 of the General Provisions of the FY 2019 General Appropriations Act and reiterated under Budget Circular No. 2019-5,  is a valid and subsisting CNA.

We therefore suggest that PhilHealth secure a certification from the Civil Service Commission (CSC) that negotiations are currently ongoing to comply with said condition.
