Dear Guilbert Mark Hernandez,

Greetings!

This refers to your inquiry as regards the salary increase of DOH employees, including employees of different DOH Hospitals, for FY 2024. 

At the outset, may we note that FY 2023 marked the fourth and final tranche of the implementation of the Salary Schedule prescribed under Republic Act (RA) No. 11466  or commonly referred to as the Salary Standardization Law (SSL) V dated January 08, 2020.

Relatedly, may we highlight that the SSL V was a byproduct of a Study on Compensation and Benefits in the Public Sector which was commissioned by the national government to determine (i) the competitiveness of government pay in relation to the private sector, and (ii) the compensation strategy to bring government pay closer to market rates, while giving priority to the rank-and-file personnel.

Corollary, a new round of compensation and benefits study is being commissioned to serve as basis for the compensation adjustments beginning   FY 2024, with the end in view of setting a competitive, financially sustainable, and equitable compensation package for government personnel.

In this regard, the DBM and the Governance Commission for GOCCs are currently collaborating on the engagement of a consulting firm to conduct a Compensation and Benefits Study in the Public Sector.
