Dear Ms. Catibog,

This refers to your query whether 4th class municipalities are allowed to create the Office of the Municipal Environment and Natural Resources Officer, chargeable against the supplemental budget of the LGU.

Pursuant to Section 76 of the Local Government Code, “ every local government unit shall design and implement its own organizational structure and staffing pattern taking into consideration its service requirement and financial capability, subject to the minimum standards and guidelines prescribed by the Civil Service Commission “.

In this regard, CSC issued Memorandum Circular No. 19, s. 1992 to provide the guidelines and standards in the establishment of the organizational structures and staffing patterns of LGUS.
